I have served the public since 1989, as a deputy sheriff at the Robert Presley Detention Center for three years, served over 10 years on patrol in the city of Moreno Valley, then promoted to detective, serving the people of Eastvale, parts of Corona, Norco, and Jurupa Valley.  I served within Riverside County Sheriff's Office's (RSO) Internal Affairs unit for five years, managing the department’s countywide issues ranging from officer-involved shootings to sexual harassment to personnel misconduct. 

 

As a lieutenant, I managed the Moreno Valley drug, special teams, patrol, and detective units. I served as the administrative lieutenant for the Ben Clark Public Safety Training Center/Academy. I was the administrative, patrol, and detective manager for Hemet Station and finished my career at the Robert Presley Detention Center. 

 

Throughout my career of varied assignments, I have consistently discovered financial irregularities and inefficiencies. I proactively confronted such issues and brought back proper management of taxpayer funds. For example, I reorganized the accounting of patrol operations and implemented proper budgeting to ensure appropriate use of nearly one million dollars of law enforcement funds and eliminated the annual pattern of inefficient spending of department resources. This resulted in lower citywide crime rates and the elimination of future financial inefficiencies.  An example of fighting corruption and unethical behavior, I managed and led the successful investigation and eventual prosecution of a Moreno Valley Unified School District official engaged in prostitution and political corruption.

 

My career has provided a wide variety of experience and knowledge of how local government agencies conduct business and spend public funds. I have shown a consistent practice of leading, managing, and correcting the various issues that plague local government bureaucracies. It is my intention to correct problematic quality-of-life issues and make local government more effective and efficient. 

Notable Work 

·      2001 - Program Creation: Designed and implemented Moreno Valley’s Bicycle Recovery and Registration Program, drafting all related department policies and procedures.

·      1999–2003 - Community Engagement: Developed and supervised monthly Community/City Manager Meetings to strengthen communication and reduce crime trends.

 

·      2003 - Community-Based Crime Reduction: Created the Moreno Valley’s Daytime Curfew Program and city ordinance to reduce burglary, vehicle theft, and battery crime rates while improving school attendance. 

 

·      2006 – 2009 - Instruction & Professional Development: Served as instructor for Internal Affairs Investigation courses at the Ben Clark Public Safety Training Center, training regional law enforcement personnel. 

 

·      2009 - Policy Compliance & Liability Reduction: Identified inconsistencies between city and county policies; coordinated revisions to align procedures and reduce civil liability exposure. 

 

·      2010 - Program Innovation: Authored the department’s first anti-human trafficking grant, which resulted in the creation of the Sheriff’s Department Human Trafficking Enforcement Team.

·      2010 - Fiscal Accountability & Crime Reduction: Discovered a $1M accounting error in Moreno Valley patrol operations; implemented budget controls and formed proactive enforcement teams, reducing citywide crime rates. 

 

·      2012 - Corruption & Criminal Investigation: Managed and led the successful investigation, and eventual prosecution,  of a School District official engaged in prostitution and political corruption.

 

·      2012 - Historical Preservation: Partnered with former Sheriff Cois Byrd to collect and archive department artifacts and records for the creation of the RSO Museum.

 

·      2012 - Facility Security & Risk Mitigation: Identified and corrected major security failures in the department armory, restoring burglary and fire suppression systems and eliminating critical vulnerabilities. 

 

·      2012 - Resource Management: Exposed long-term ammunition shortages; secured funding to replenish departmental stock and reestablish operational readiness. 

 

·      2012 - 2014 – Project Oversight & Interagency Collaboration: Managed planning and cost control for a new training academy project with UCR, Environmental Development Agency (EDA), and private developers. Gained firsthand insight into intergovernmental inefficiency and waste mitigation.

 

·      2013 - Strategic Partnership Development: Negotiated and recommended a no-cost construction partnership for Ben Clark Training Center redevelopment projected with heavy equipment labor union to save $25M in labor costs.

 

·      2015 - Tribal Relations & Crisis Leadership: Maintained positive relations with a Tribal Council during a sensitive investigation and search warrant, ensuring operational success and community trust.​

·     2023 - Policies and Procedures: Collaborated with RSO Research & Development unit to update, enhance, and write RSO’s policies and procedures to comply with state and federal legal standards.
